China has experienced significant economic growth in the last 25 years which is witnessed by the world. Only 20 years ago, there was hardly any highway in China, Up to the end of 2005, China has 41,000 km of highway, and by 2009, there are 65,000 km of highway connecting different cities in China. The traffic on these network of highways is only second to the USA. China created a miracle in the development and construction of high speed highways in the world.
Along with the rapid development of highways and other associated equipment and services, there is an increasing demand for advanced hi-tech management of these different developments. From the initial simple installations, to the increasing demand for high quality management. However, the concepts of quality highway management is still very weak in China, and mostly staying at a RE-ACTIVE maintenance mode, using the philosophy of " if it is working, don't fix it ".
